UVV Inspection: Duties, Intervals and Procedure Explained Simply

Employers and operators of machinery, vehicles and work equipment have a clear statutory duty: the regular UVV inspection — today correctly termed the "recurring inspection under DGUV rules" — is not a recommendation but a binding requirement of the German Ordinance on Industrial Safety and Health (BetrSichV) and the sector-specific DGUV regulations. Anyone who neglects it risks fines, interruptions to operations and, in the event of a claim, the loss of insurance cover.

The term "UVV inspection" comes from the accident prevention regulations (Unfallverhuetungsvorschriften, UVV) of the employers' liability insurance associations. The more accurate term today is "recurring inspection under DGUV rules" — in substance these are identical inspection duties under updated nomenclature.

The legal bases at a glance:

The Ordinance on Industrial Safety and Health (BetrSichV) forms the overarching federal law: §§ 14–16 BetrSichV oblige operators to keep work equipment in proper condition and have it inspected regularly. The associated DGUV regulations set this out in more detail by machine type:

The inspection duty falls on the operator — not necessarily the owner. What matters is who actually uses the work equipment and is responsible for it:

• Owner ≠ operator: anyone who buys machinery and operates it themselves is the operator. Anyone who rents it out transfers the operator duties to the hirer for the rental period.
• Hirer = operator: with rented work equipment, the hirer assumes all operator duties — including the daily visual and functional check before every use.
• Exception for rental machines from Luibl Rental: the recurring UVV inspection rests with the lessor. Luibl Rental delivers all rental machines with a valid inspection label — the daily operational check remains with the operator.

For most work equipment the minimum interval is one year. The risk assessment, the intensity of use and the manufacturer's specifications can prescribe shorter intervals.

The inspection must be carried out by a competent person as defined in TRBS 1203. Requirements: relevant vocational training, professional experience with the type of equipment being inspected, and recent professional activity in the field. For certain crane classes, an expert from an accredited inspection organisation (TÜV, DEKRA, GTÜ) is additionally prescribed.

Visual inspection

External examination for damage, corrosion, missing components, illegible markings and obvious safety defects — without operating the machine.

Functional inspection

Examination of all operating and safety devices during operation: brakes, controls, safety cut-outs, signalling devices, lifting gear, emergency lowering and other safety-relevant functions.

Load test (machine-dependent)

For cranes and mobile elevating work platforms, a load test with a defined test load is prescribed at certain inspection cycles.

Documentation and inspection label

Inspection results must be recorded in writing (inspection report, inspection log). Where the inspection is passed, the equipment receives an inspection label. Records must be retained at least until the next inspection, and permanently in the crane inspection log for crane inspections.

Inspection costs vary according to machine type, the effort involved and the inspection organisation commissioned. Guide ranges from the market:

• Mobile elevating work platforms: approx. 100–250 € per unit
• Cranes: approx. 200–600 € (depending on crane class and inspection type)
• Construction machinery: approx. 80–250 € per machine
• Cars / company vehicles: approx. 30–80 € per vehicle

Vehicles used commercially are subject to an annual inspection duty under DGUV Regulation 70 — independently of the statutory roadworthiness test (Hauptuntersuchung, HU). This applies to company cars, vans, trucks and trailers in the fleet.

Important: a passed roadworthiness test (TÜV/DEKRA) does not fully replace the UVV inspection, even though the inspection content overlaps. The inspection duty and the roadworthiness test are legally separate requirements.

The UVV inspection for vehicles concentrates on safety-relevant work equipment aspects under DGUV rules — company-fitted equipment, load securing, special fittings — and complements the roadworthiness test in substance.

Missing inspection records are not a trivial matter:

• Fines under §§ 22 ff. BetrSichV of up to 30,000 € per breach
• Prohibition of operation by the occupational safety authority or the insurance association's inspector — the work equipment is taken out of service
• Loss of insurance cover in the event of an accident at work: business owners are personally liable for damages
• Criminal consequences where personal injury results from demonstrably uninspected work equipment

Regular inspection does not only protect employees — it is a fundamental part of running a company on a sound legal footing.
