Work platforms and scissor lifts – safe access at height in Innsbruck's old town

Working at height in Innsbruck's narrow old town calls for machines with small external dimensions, low ground pressure and — depending on indoor use — emission-free electric drive. The diesel engine meets the Stage V emissions standard under EU Regulation (EU) 2016/1628, allowing its use on municipal tenders with emissions requirements.

The Bobcat E35, with an operating weight of 3.5 tonnes and a lateral reach of 5.35 metres, and the Bobcat E50 at 5 tonnes bridge the gap between mini excavator and heavy compact excavator. Excavator operator certificate and instruction requirement

Austria regulates the qualification of excavator operators and operators of earthmoving machinery through the Construction Workers' Protection Ordinance (BauV). Under BauV §§ 14 ff., the employer must ensure that only instructed and sufficiently qualified persons operate self-propelled work machinery. For commercial earthmoving machinery, the AUVA (General Accident Insurance Institution) recommends proof of a completed machine operator course through an accredited training provider.

Stage V emissions standard and tender requirements

Since 1 January 2019, the requirements of EU Regulation (EU) 2016/1628 on limiting particulate and nitrogen oxide emissions have applied to newly placed-on-the-market mobile machinery. Public tenders in Austria — particularly in the urban Innsbruck area — increasingly require Stage V certification as a minimum technical requirement. All construction machinery in the Luibl fleet that has been added to stock since 2019 complies with this standard. Insurance and liability arrangements

Rented construction machinery is covered for the duration of the hire by machine breakdown insurance, the terms of which — in particular the excess payable in the event of operator fault or vandalism on an open site — are set out in Luibl's terms and conditions (available at https://www.luibl.eu/agb/). Damage must be reported without delay. Theft from sites without a secured parking area is subject to separate arrangements; the excess should be clarified before the rental begins.
